use Nero 7
open "Nero burning ROM"
Go to CD or DVD-ROM (Boot) and
open a boot tag and browse for Image file

Image file is extracted from
Vista x32(x86) Ulimate version and
Windows 7 x32
I don't know weather it will work with other version of vista or not you have to make your DVD at your own risk.
But I think it should be working because this file simply boots a DVD. I have not tested. If anyone knows so please leave a comment.
